I want to ask with the experts that suppose there are two persons, person A lives in Pakistan and has started a website 2 years ago, he has 1000 visitors per day for his site. He has applied for adsense many times, but his application is being rejected.
On the other side person B started his website on September 2014, he has just 15-20 visitors per day and he applied for adsense after 2 months on November 2014 and B's adsense account is approved on his first attempt. I wanna ask that can person B give his adsense ad code to person A to start adsense on his website. Will it be an issue or not?

Please guide me.

Welcome. If Adsense has essentially told you that it does not want its code on your site, how wise do you think it is to put your friend's code on it? Adsense likes his site; your site not so much. So if his code goes on your site, I'd say chances are very good that his account will be banned.

When you have an adsense account, you must only use it on sites that are compliant with the guidelines and the terms and conditions. Person A's site is obviously not compliant as it was rejected. If Person B's code is used on that site, they do, as ember suggests, run the risk of harming their adsense account for using it on a non-compliant site. That is assuming that Google detects it.

To paraphrase a great movie, if you put that code on your site, Google will detect it. Maybe not today, maybe not tomorrow, but soon.
