Looking at today's reporting, I am seeing more than a handful of clicks from a very remote country at a CTR well above my average (over 20% CTR). These CPC is under 5 cents and they (the clicks have been in the reporting section almost all day). If these click were U.S. clicks they would have been removed from earnings within 2 hours. So, I have to conclude that Google's click fraud algorithm definitely has different rules for different countries and the total of the earnings. Not surprised.

What are the number of page views from that country compared to other countries?
