I don't know where I read this, but it is claimed that google sends out however much money is in your adsense account at the end of every year even if it is under $100, is this true?

No, AdSense no longer pays out all accounts at the end of the year if you have under $100. They made a change to this policy a few months ago (they did pay out all accounts at the end of 2003).
They will continue to roll the earnings until you have over $100.
