Saw this in my Ad review center, interesting?

Just going through the Ads awaiting review I've found one advertiser whose URL is like:
www.advertisersite.com/?campaignid=PL-Contentsitegreaterthan10-CPC&adgroupid=ContentSitesgreater10-2&googleaccountid=[some number]&searchcontent={ifsearch:search}{ifcontent:content&themeid=14&variantid=2&CON=RI&NET=SI&PUB=google&MODE=CPC&creative={creative}&match=Broad&B={Placement}&keyword={keyword}

Is there any thing interesting here? Like, is the URL saying, this Ad should be placed on a site that has CPC greater than 10 (cents) on Avg?
Is there any choice like that in adwords?

If that's the advertiser URL maybe he's testing a campaing for content bidding more than 10c. Maybe there is another URL for the same advertiser where the Contentsitegreaterthan10 value is replaced by Contentsitegreaterthan5 or any other value so he can test the ROI of his campaigns.
