Is interest based advertising properly active yet? My earnings have dropped off quite a bit since it was apparently enabled around about the 8th of the Month and I was thinking about disabling it for a while to see if things pick up again.
Has anyone else disabled it and have you seen any change in earnings? And more importantly once I've disabled it can I re-enable it without having to wait days for the changes to take effect?

You cant disable it. You can choose to have your site excluded from the collection of data, but it will still show the ads Google wants, inc. Interest based ads.
