It it acceptable to pay a user $.5 for downloading $1 product?

Is it under Adsense TOS if we say paid each user who downloads $1 referral product 50 cents?
For products Google seems to say that all kinds of encouragement of downloads are OK?

I am not in referrals, but I think they pay you "up to" $1 per download. That makes a difference ....

Sounds like a TOS violation to me, almost like offering incentives to click ads which is specifically mentioned in the TOS. In any case I would contact them directly. But 0.50? And I hope it's not paypal you have in mind, you would be left with about .23 or less... you could tell them to check the couch while it downloads to see if they could double up.

You can choose from many diff referral products, including ones that pay $80 per action. I was figuratively speaking: I wonder if the idea of giving away some premium functionality on our site in exchange for a referral action is within the TOS.

encouragement is allowed
incentives will get you banned

encouragement means text promoting the product
You can say download or buy this widget now for a better life

incentive means giving away money or service in exchange for click, download or purchase
You cannot say buy this widget and we'll give you bla bla for free.

You started with google referral downloads examples, hence the answers you get are based on that.

You want my opninion? I'll say this. These kind of schemes always come from new users (low post counts), and we barely hear from them after.

Figure out what happens.

We are not actually going to do this... I am just getting desperate, because our ecpm dropped to 40% of 1 year average on oct 22 and remained there- this is what drew me into this forum in the first place.
