adsense on framed paged / banned but where is the rule?

I received an email from google a few days ago saying this:

Publishers are not permitted to place Google ads on pages that frame content from other sites without permission from the owners of those sites.

Today, my site was banned.

Now, I read their policy, and terms and conditions, and no where was this statement or similar on their policy, anybody know where it is?

also, how would google know if you have obtained permissions or not? I may very well have permissions to do so from the site owners, but how is google to know that? they just ban the site without asking for proof or asking if I do have permission...

could be the "other sites" in question have content that is against Adsense TOS (like adult sites).

Could be the "other sites" turned you in to google.

in other words publishers are banned for putting adsense ads on sites where copyrighted materials are used without permissions

how would google know if you have obtained permissions or not

your site could be reported, as mentioned in previous posts.
OR that kind of site looks suspicious. It is easier to ban you thinking like this: in case you have permissions you would email them providing prove of permissions (in this case you would be reinstated).

Can your site include every site in the frame? If so - you just could not get permissions from allover the world.

They've always made it clear that...

"If your page uses Frames, make sure that the code is pasted into the frame that contains your page's main content."

If you're framing site X and sticking your own ads in the frameset, nothing personal but I'm glad Google is enforcing the rules this way. Certain large sites do it as well (including Google), but they don't run ads in the frameset.

If you are doing this, you deserve to be banned!

I report every single web page that does this to me. Sometimes, I think Google doesn't do much about it, but now I know they do.

Does your site got banned only or it includes your adsense account?
