Just wanted to see if anyone else is getting the same message. I do not even get to the log in screen, when going to google.com/adsense I get the below message:
Error We apologize for the inconvenience, but we are unable to process your request at this time. Our engineers have been notified of this problem and will work to resolve it.

It would be helpful, when reporting an AdSense outage, to note what region you are in. Could provide a clue. ;)
I'm in Northern California and it's working fine from here.
