Depends on the individual blog and how it works - but often yes.

Best to check your site stats first, however; if your cr*p blog gets no readers, it's probably not worth the effort.

Also, if you're scraping other people's blogs you can fully expect that someone like myself, who gets his content stolen all the time, will notify Google if you break their TOS by displaying AdSense next to copyrighted material.

And then there are those blogs fed by RSS feeds when the site providing the RSS feed clearly indicates in their TOS that the feed content can't be used for commercial purposes.
