Entice users to click a referral

I'm looking to add some of the AdSense referrals to my sites - specifically, Google Pack as a way for users to get Google Earth.

Am I allowed to promote the ad on my site? Can I say things like "To get Google Earth, click the link below"?

Things like that would obviously be against the rules for the normal ads, but I would think that things are different for the referral blocks. Anyone know?
