im currently living here in Manila (Philippines)... My parents are in the states (usa) im just wondering if its ok if i sign up with adsense using my parents address in LA while i do my web pages here? is it ok? or will i get banned?

people has been selling databases ( articles & pictures about cars ) if i buy these things and make a webpage out of it will i get banned?
You probably wont get banned from Adsense, but your search engine results will not be so good. How many copies of the same database do you think have been sold already? Why would another copy of the same information make money for you?
And using duplicate content to create AdSense revenue is not a very lucrative business. Even if you are buying the rights to republish the content and pictures (many of the people selling this type of content don't have the rights in the first place, so they ceertainly can't give you the rights to publish it). You would be much better off writing your own unique content with original pictures.

Not every country requires you to register a business before receiving money from AdSense, design websites for others from home, raise chicken and sell their eggs to your neighbors, buy and sell goods on eBay.. I think there are countries that allow it as long as you are not selling or invoicing others in the same country, as a way to attract foreign currency transfer into that country.
He is not doing anything criminal, like freight and cargo companies that whose ships fly a flag of convenience (usually Panama), or huge multinational companies that register in the Canaries or Delaware also for convenience and favorable tax purposes.
Anyway he needs to consult a lawyer on what is best for him since he has a choice.
