Adsense TOS and FireFox referrals

It is obvious why encouraging visitors to click on AdSense ads is a TOS violation. But how about AdSense referral buttons?

Is it Okay to encourage visitors to get fireFox with google toolbar via my page link/button?

If you believe in the quality of the product that you're referring, feel free to let your users know!
