Unrelated Ads on Main Page

Lately I have been getting totally unrelated ads on my home page. Any other page on the site has ads targeted correctly but for the home page they are way off. I tried section targeting and it didn't help at all. So I decided to rename another page to index to see if the ads were relevant. After a day, they were still off. Some of the ads that are showing are spot on for a different site that I own which is on a seperate server, different IPs and such. Is there a way to get around not showing the ads if I don't want to add them to the competitive ad filter because it would actually be removing them from the other site.
Or is there a way I can find out what keyword the ads are using to pull the ads? If I knew the keyword maybe I could find it and remove it I've already tried all the obvious ones.

To add...

Once I renamed the original index to index_test.htm the ads started showing relevant ads. The rest of the pages, ads are right on, but on the index page they are totally off
