I just noticed it on the top right hand corner of the page. Was this just added today or did I just notice it?

Added today, I just noticed it, kind of explains why is was slow logging in earlier for me, could be when they were making the transmission.

My thoughts exactly.

Maybe it's googles way to limit the logins.
Thinking that: "If we make them aware of how often, maybe they'll
wait at least 1 hour between every time"

It was slow so I guess google removed it, it is no longer there!
