Sorry, that "interpretation" is flawed. It is actually the other way around. It is a business transaction between G and a publisher (individual or a business entity). It is the publisher -not a website -that is party to this agreement with G.

If you've been rejected because the site that you originally submitted didn't meet the requirements then I don't think trying again with a new site would be a problem as long as that site was of an adequate standard. There are many here who re-submitted after initially being rejected and subsequently were accepted.
If you were disabled because of suspected fraudulent activity or other similar reasons, then you probably won't have much luck with an alternative site submission. But you can always try.
Play by the rules and you will be awarded, if you are booted, don't try to sneak back in, it takes the google employees away from doing their jobs and focusing on someone trying to beat the system. Stop slowing the progress of adsense by wasting peoples time.
