Adsense and PSA's

ok, example.com will only show PSA's, and I cut the html and put it onto a different page and now example.com/test4.php will work. It displays ads and is identical. Any idea why my index.php wont show targeted ads?

maybe when google gets around to spidering test4.php, it will show PSAs .. i think i have seen for some new pages that it picks up the overall default for the site until it is able to spider that page

but when i first made test4.php it was PSA's then it got spidered I am pretty sure. Google bot spiders pretty fast I have noticed he nearly lives on my websites. So I don't think that spidering is the problem. It must be something else.
