It seems that with the right integration, color scheme, content and very well targeted traffic, an almost double digit average CTR is possible.
Is a high x.xx% or a low xx.xx% likely to trigger a manual review from Google? Is such a CTR considered to be too high to be obtained through legit ways?
if you're getting a lot hits, and the CTR is relatively consistant (no huge spikes) I don't think google is going to pull the plug or even review you.. unless it's something really absurd, like 50% or something, which probably WOULD have to be the result of some sort of breaking of the TOS.
I am sure that as real traffic starts hitting the site - the CTR average level out to a "normal" ratio.
Sites with minimal traffic will always have wildly fluctuating CTRs because the sample set is too low.
