Has anyone else ever noticed this? How would you explain it? Just a bug in AdSense? Or clicks that were recorded and then later discarded for some reason?

Notice that when you see less clicks, you also see less impressions. This means you are seeing a past version of the report that you have requested before.
I also seen this effect in the URL filter list. I add a site and when I see the listing, not only I do not see the site I added, but I also see only a past version of the URL filter list. I need to keep reloading to see an updated list.
My guess is that Google uses different back ends that keep out of sync copies of the Google AdSense account pages. I only started noticing this recently. Maybe they just added more backend servers lately.
I am preparing a couple screenshots, copies of the HTML of the pages as well the HTTP request and response headers provided by Mozilla LiveHTTPHeaders.
You may also want to report so they do not think it is not a real problem as they were not able to reproduce the problem without more information.
I have occasionally seen numbers go "down" when displaying a current report followed by one of the cached reports which has yet to update.
