My question,
i'm running a site for students of the University of Leuven(belgium)
I was recently approved by Google, so now I can start showing ads on my website..
But.. as said, it's a site for students, who are visiting this site, mostly during the week, while they are taking the courses and all internet connections for students are from the University Network (Kotnet) It serves about 20.000 connections.
All the computers within the network have internal 10.x.x.x IP's, for the outside world all the ip's are the same (4 different IP's for 20.000 students of the root netwerk hub to Brussels)
So if my visitors click, and when they do it looks like all the clicks are coming from the same IP as no computer outside the network can see behind the University Router..
Am I screwed even before I begin placing ads on my website or should I inform google about this?

But, if your site is open to the world, you don`t have to whory, if visitors from the university IP have the same behavior as the visitors from the outside.
Google probably use some comparaisons tools on IP behavior to catch the bad site. If to much clicks, you can be at trouble.
Having a large number of users behind a small number of IP addresses is not that unusual a situation, so I'm not surprised Google told you their software can handle it. Nonetheless you may come under increased scrutiny because of that fact, so you should be careful to follow every term of the TOS.
I think you may also find that the demographic you're targeting (university students in Belgium) is not that interesting to many advertisers. As a result you may have trouble showing ads, or else you may be smartpriced into oblivion.
