If you have and that didn't help, have you tried "section targeting"? Do a search at AdSense to find out how to use it--it's code that tells the AdSense bot to ignore specified sections of the page and/or emphasize others.
But it is a niche community in that it deals more with Asian culture .. so when I get a norwegian cruise offer it will never sell lol ...

So the most relevant part is arranged around the ads.
The least relevant part is placed as far away as possible.
On one page I give details on how to get to a particular festival in Crawley UK using English roads M23 etc ...
And the ads are offering 'Great Jobs in Australia' lol
Now completely the otherside of the world is a little off...
There is a Crawley in Oz but I can't see how I can make it any clearer in my text as the details have to be accurate... In fact all 5 ads are for Oz ..
Not to mention, Jobs ( N/A) Emigration ( N/A ) Oz cruises ( N/A ) etc ...
otherside of the planet and nothing to do with festivals or indeed Asian culture ...

The most important thing to keep in mind is that after targeting "it may take up to 2 weeks before our crawlers take into account any changes you've made to your site."
I have used it quite a bit, by the way, and it has worked out splendidly for my situation.
