Are their any tricks or tips on how to get a page that is displaying psa to show ads related to the site's topic? Some of our pages never seem to get picked up by the bot and are constanly displaying PSAs. We do not have questionable or offsenive material on our site and having adsense display the proper ads will imensly help our profits.

it doesnt appear that the old trick "?x=widgets" seems to work anymore..

Have you checked your stats to see if the mediabot has visited those pages? Any dynamic URL issues? Is this a problem with the entire site or just particular pages? Did you double check your robots.txt file?

occurs on our forum pages which are all (almost all) related to the theme of our site. I think i read google isnt thrilled about forum pages, but i see compeditors with adsense ads on their with all relevant ads displaying (with every new post). Does inline frames work?

after reading the forum you posted we are not interested in that "loophole" to trick google into higher payouts, we just wanted relevant ads to display on new pages, rather than PSA ads (which is not the case and completely irrelevant to our site).

I don't recall reading that Google doesn't like forums.
