Yes and no. I'd say that it does given the simple fact that the higher your PR is the more traffic you should get and so the more clicks.

Other than that I wouldn't have though it would play a part. The average user wouldn't see the PR of a page unless they had the Google tool bar, and even if they did it remains to be seen whether it would influence them anyway. One would expect those that did understand what PR was and were actively looking for it would be more internet savvy and would, on the whole, be less inclined to click on the adverts.
