It worries me that your are likely to get banned from click you are not responsible for, so therefore I got this idea:
Create a script that measures every single click on adsense (like a tracker) and if more than X clicks is from the same ip/user then remove adsense from the page to avoid multiple/fradulent clicks, perhaps from competitor that wish to harm your business.
This I think could be done with some server side scripting in php/asp and cookies
So what do you think of this idea?
Google is very, very data hungry. It wouldn't surprise me if they not only know your IP but the ID's of the computers you use to login to your AdSense account.
From that, it isn't much of a stretch to think they may recognize your individual computer when you do a Google search. If so, you don't want Google seeing you do a search for something like "automated adsense software" or some other term that might indicate you may be searching for ways to circumvent the system.
Could it be that those being banned have explored ways to do fraudulent clicking using Google Search and Google is ready to ban them at the slightest infraction?
In case your next question is "Why doesn't Google provide this capability then?", the answer is that each specific implementation would be different. Not everybody has access to PHP, PHP works differently with different configurations and software versions, .htaccess file changes might be necessary, etc.

Invalid clicks isn't just people within the same IP, or the same people clicking all the time. It also means inciting them to click.
Another common reason is when the jerks get banned, they "sell" it to their cousin or aunt, or their "business partner."
Maybe if you're advertising your site exclusively on college campuses, as has been talked about here recently, can there be an appearance of invalid clicks.
I think in general, you're probably more likely to choke on a chicken leg than have your AdSense account banned. No use worrying about that.

Let's take it a step further and assume WebmasterWorld is in cahoots with google and supplies the IP addresses of all people here that have ever expresses any possible way to cheat the system!

It would be silly for google to make assumptions or draw conclusions from such searches. Anybody with an interest in the topic for whatever reason would be likely to conduct such a search. I for one went through a stage of looking for public proxy servers. Click fraud would have been as remote on my to do list as watching a Bet Middler concert.
