My site is currently targeting approx. 55,000 individuals prior to state/nationwide development. The good news is that the majority of this audience will, at some point, have interaction with the site network on multiple occassions.

The bad news is that a hunk of these targets (~10,000) will all display IPs in the same range, and will belong to the same overall domain.

What should I/can I do to prevent being removed from the AdSense program due to this?

Tell google about it and explain why you will have skewed traffic metrics/

Google perfectly understands that there will be visitors from the same general IP ranges. In fact they have the same exact question answered in the Adsense FAQ, just dig for it. No need to panic.
