If you have to change the AdSense code in any way then you can't do it.

Ask Google, not us. I remember at one time the answer to this was "no", but I'm not sure that still holds.

I have to confess that for a very brief period I did try doing this on one very long page about a year ago.

I'm actually unclear about if it's prohibited by the TOS. I guess you could argue that it's drawing unnatural attention to the ads, but as I wasn't modifying the code to do this I personally felt it was OK. If you are thinking of doing it, get clarification from Google.

I removed the moving ad quite quickly because I really didn't like the look of it on the page, and it didn't actually improve the ad's performance.

As for how I did it, I can't find the old version of the page. I guess you'll find out how to do it with a bit of Googling.

I tried this once, thinking that I wasn't changing the code, just placing the code in a layer that scrolled.
I asked their approval, and got a flat, "No, take it down now." with quotes from TOS.
They checked back within 48 hours to make sure I had changed it back.
This was 18 months ago, I doubt if things have changed.
This probably answers your question.
