I don't think they wait for a better exchange rate. They don't care about that staff. Canadian dollar is anyways highly strong.

Nope, when mine was posted it gave the mid-market exchange rate, that's what prevails, don't expect anything more or less.

Still "Payment in Progress"

Mine appeared as payment in progress on the 24th, and sure enough it's completed today with a payment date of the 24th - EFT.

As far as mail goes, there was not only a national holiday on Thursday - a lot of companies closed down and employees were given off for the entire 4 days - but the post office was closed on Thursday.

Add to that the fact that the post office is now in the midst of the busiest holiday season, when mail deliveries are always slowed down considerably because of the heavy volume.

This have nothing to do with the post office, the post office can't delay sending the check out, only the delivery of it.
