Google has announced that it will classify any "repeat offenders" with dangerous sites and webmasters will not be allowed to request a review for 30-days, with user warnings remaining for that time-scale.
However, over time, we’ve observed that a small number of websites will cease harming users for long enough to have the warnings removed, and will then revert to harmful activity.

Repeat Offenders are websites that repeatedly switch between compliant and policy-violating behavior for the purpose of having a successful review and having warnings removed. Google Safe Browsing "Repeat Offenders" Locked Out For 30-Days [security.googleblog.com]

I wonder how many of those are the same offenders I need to keep blocking from my sites' AdSense ads. When I see the big DOWNLOAD button, see where it goes to, then search, the serps are full of "How to Remove [name of free file utility download]" or "Help with Removing [name of free file utility download]" and next week they're back with a new version of the same junk.

One hand does not know what the other hand is doing.
