Does text preceding or following a link have value?

We all know how important Anchor text is. Does the text directly proceeding a link or after a link have any value?
Also does the ALT text in a image with a link have any value?

Yes, in my experience, both have some value. Alt attributes for a linked image are even pretty good. The on-page context of a link is a bit of a lightweight, but can still help.
