Maybe some of that can be down to the poor English translation or even non-translation, however there are many pan European businesses that could benefit with more integration on a Google.eu site.
Or does Google think we don't do business with each other?
There are clearly some targeting issues that would be excellent to see resolved - more around languages than geography and political lines - but certainly some in the geopolitical realm. No doubt Google could do it if they decided to. Maybe they feel that they can give the required service through the existing ccTLDs.

I don't feel there is possibly any easy answer here however what I am noticing more and more is that searching "the web" in several European Googles throws up some strange results for my widgets.
For example for years I have been at the top of the SERPs in .com and .co.uk for many of my widget keywords both in the English language and the language of the country of origin of the widget, however I have noticed that for many of these widget keywords my results are not shown in their version of "the web" these days.
Obviously their SERPs are being drawn from a different version of "the web" however why would many of my long-term phrases have completely disappeared or been buried so far down that the result is almost worthless for me?
I was trying to consolidate many of my sites into a more manageable number however the way things appear to be going suggests that I may need to strategically place even more sites in key language countries.
I know it's not easy for G but these seemingly completely different "the web" SERPs are very frustrating when trying to address a European audience.
