I'm not sure if this was already discussed, but the scale in Google's directory changed from 0-7 to 0-10, i.e. the same scale as the toolbar.
As far as I can see they are using now for the directory the same values as shown in the toolbar, while the directory scale as well as the refresh period were different in the past.

Yes, it does look there's a change. I never could undertand why there was a mismatch anyway.
