A lot of this goes back to last year and before. Some people thought there was a pure "aging" factor involved before new sites could rank well and consistently. Others said there wasn't - because they could get sites to rank rather quickly. Lots of debate - it got exhausting, but the vocabulary stuck. The reality is probably better expressed in this thread:

None of this behavior is nearly as prominent today as it was a year ago.
If I start a brand new domain, and throw a bunch of trusted links to it (assuming that I know what quality and trusted links are), should I be OK? Assuming I'll have to wait for the links to age....but the up then gone behaviour isn't something I need to worry about, just the aging?
