A total of $590 million in the fund will be used for ad grants for small businesses and the WHO. The ad slots filled with these ads will push paying advertisers to lower positions, urging them to increase bidding to stay in a visible position. Furthermore, I expect that part of the small businesses will continue using Google's Ad platform afterward. So in the end, it has to be seen how much of that $590 million Google was able to earn back.
