Apparently Google is quoted as "it does not believe it was malicious".

The BBC also has an article on this which says the rerouting was a mistake by an African ISP during a software upgrade.

And we are all 100% certain that neither the Russians nor the Chinese can break the encryption? Count me out of that possibility.
