They will have fun with the modem. Most Windows-OS computers bundle a dirt-cheap Windows-hosted controllerless model which took 5 years of debugging to give vaguely good connections.
This is exactly where they won't have any problems, as they'll be shipping one standard configuration which can be verified to work. The problem Linux has had with internal modems comes from there being lots of different models (and to a lesser extent lots of different Linux distributions).
I'd expect any mass-market Google device to be broadband only, however, and to come with some kind of broadband access bundle for those who don't have it already.

Google is NOT building a PC! There exists NO cube with GOS!
G putting out a box and operating system... well... I'm not impressed. I don't really think it would generate a huge push to their stock price... except maybe, that it would have an implied "toolbar," in the operating system.. but then, I seem to remember an operating system that got a lot of grief for their "implied browser", ie, I'm mean IE whoopss....
A box would be a loss leader...
Now if you want to impress me financially... how about dropping my high speed internet connecting down to about $5 a month...
How about buying out Comcast... and then figuring out how to do BBoPl (broad band over power lines) without all the RF...
Now that would impress me financially.

It may be logical to sell or give away tools to help access information but I don't think PC's are part of that plan.
I can see the logic in doing a deal with Dell, re-badging their PC's and installing all Google tools as standard...but starting a PC manufacturing plant ...nope!
MS needs to stay out of the search business and use its resources for improving their software. Look what a mess they made of the web when their browser took over Netscape.
What ever happened to Web TV?
Google and MS need to make a pact to stay out of each others business, it just makes no sense.
