I don't know...does that count as an announcement or just more to tease the media?

Young, nerdy, ready to IPO: Larry Page, Eric Schmidt and Sergey Brin made it seem not so much like 2003 but 1999. Page and Brin created the Google.com search engine in '98 and quietly built it into the Web's largest. Now they and CEO Schmidt are planning an IPO that could raise $2 billion. Competitors are swirling below, but who else has invented a new verb? If you need info on a new bar, new film, new fling, whatever—you Google 'em.
As in - This is just a hypo:
1 Billion Shares at $20
$20 Billion Market Cap.

Larry owns 250,000,000 shares ($5 Billion)
Sergey owns 250,000,000 shares ($5 Billion)
Early Investors own 250,000,000 ($5 Billion)
Inside Google Employees own 150,000,000 shares ($3 Billion)
100,000,000 shares are floated ($2 billion)
This is just a wild guess, but I think that they are talking about the actual CASH they will raise. Google will actually have $2 Billion Dollars that they can use to buy stuff with.
When people say google is worth $20 billion - they just mean:
total number of all the shares * price for each share = $20 billion
This is what is known as Market Cap
When people say google is planning an IPO that could raise $2 billion I am pretty sure they mean:
total amount of money GOOGLE INC (not Larry, Sergey, GG, amd Everyone Else) will make - just Google The Company
I think that is what they mean - otherwise - I can't get things to make sense. If google actually goes for a MARKET CAP $2B - I'll be buying a few shares....
What would they actually NEED with that money? Not saying the don't need it, and sure they'll welcome cash for improvements, but that's a vast amount of money considering they made what they made (Google!) without that sort of capital.

The barrier to entry is very low. 10 million dollars worth of cheap PCs, a decent algo and you too could win the IPO jackpot!
If you think think webmasters get tweaked when google hiccups, wait until Joe Investor loses a few bucks, they'll hate the logo (no matter how cute it is).
