Yes so each html DOM element can be a block and point to some pages.

So you can say that <tr>block1</tr> is about web hosting and points to a set pages.

And then <tr>block2</tr> is about music and points to another set of pages.

So each block as it own vote, which is better the PageRank page-to-page vote, because one page can be about different things.

So how do you build keywords for a page like this, will it be keywords at the block level and not page level.
