overridding web server

get ownershipp on my own php generated files

One of my sites (PHP) runs on a server (RH) where
The following happens
My templates are creating dynamically generated web pages
Those pages cannot be seen!
Reason is that they become under web server ownership
Way around is to upload them to my editor and reload new files
At that point I can get ownership and make them owner executable

There is not enough money in that project to run it on an independent server
But I can add a script that will do the job
But I have no clue on how overriding web server permission
Actually I think the server will kill my intent

Any way of doing that?
