Good Apache Web Host?

Does anyone know of a good Apache web host that allows .htaccess?
Early today, without warning or notice since then, my web host has disallowed my use of .htaccess and has 403'd my entire site to all incoming traffic.
I noticed my .htaccess deleted the other day and thought I had done it by accident, now this bull**** happens and I know who did it because my site was working fine last night after I made some updates.

Also, I have no credit card and need a host that either accepts e-check payments or paypal. Anyone have any suggestions?
