If this a Virtual Dedcated Server you are offering then yes you probly will want to. If this is just a Web Hosting Reseller Account than probly not.
Giveing shell access give them the abilty to run commands on your server. If this server is just for Web Hosting (NO Games servers ect...)- I would just give them a Reseller Control Panel Account that can do anything they will need to do for them. It will have shell access, your cliecnt will not...
