codepage automatic select problem

Hi
I have problem with codepage automatic setting through html on Apache server

this is two completly same HTML files
http://www.example.com/
and
http://www.example.org/bio/

and they are showing first wrong and other good even they are the same page
I suppose there is some setting on Apache to succesfully send codepage and speciall letters in htpdocs.conf or some other config file
