Apache will not start- no space on device

Hi
I have encountered a problem when trying to restart my httpd service. It will just not start and upon checking the error logs, it says that there is not space left on device though i do have a lot of space.

Any tips or hints would be useful. (just do not know where to start to rectify the problem)

Looking around a bit (thanks to google), i think it was something to do with the semaphores that apache uses. Can anyone tell my why it is so.
