understanding rlimit in apache config

i asked our hosting company to optimize our server (dedicated) and this was the response we got:

"I tweaked some of the MySQL variables, and removed the rlimit stuff in the Apache config..."

The server does indeed seem faster now. But for my own knowledge, what does this likely mean? Should I be concerned of any particular issues?

OK, RLimit is a 'throttle' on CPU and memory usage. See RLimitCPU [httpd.apache.org] and the two directives that follow it.
