for me it looks like 'if the useragent name contains the word sitesucker (wether with lowercase or uppercase letters), condition will be matched'.

so why are you asking?

Nomest est Omen, so i think the name stands for itself ;).

but why can't you find anything about this. h*tp://www.sitesucker.us/ looks like that, and if you read on, it's stated The current version of SiteSucker is 1.4.2..
