safe mode again

What is the deal with Apache and PHP's safe mode?
Is it of any use or is it enough to have safe mode off and safe mode GID ON?

Is there anything to be particularly aware of when runnning with safe mode off?

It would be good to have a way of turning safe mode on and off with .htaccess or ini_set but apparently this is not possible as safe mode can only be set by the PHP_INI_SYSTEM
