Is there any way to limit bandwidth usage in apache.

Is there any way to limit the bandwidth from virtual accounts in apache? If there is no way to do this, what other methods would you reccommend?

Try a search for mod_throttle.

I forgot to state that I am using v2.0.54. I looked at mod_throttle and its appears to be what I need but it is only for v1.3! Are there any other ways of doing this?
