I want to send all mistyped urls starting with

www.abc.com/sample/

to

www.abc.com/sample/abc.html

How do I do this?

Are you asking about the single case of this URL www.abc.com/sample/ or are you asking about many mis-spellings like:

www.abc.com/semple/
www.abc.com/sample/aabc.html
www.abc.com/sample/abc.htm

I'd like to know if there are approaches for both situations. Assume that the mod_speling module is not available on the apache server.

I want all urls starting with

www.abc.com/sample/

to go to

www.abc.com/sample/index.html

so

www.abc.com/sample/x.html

will go to

www.abc.com/sample/index.html

and not my 404 handler.
