Apache Reverse Proxy

To all Apache Guru out there,

Trying to configure reverse proxy on Apache but kept getting this error:

The Apache service named reported the following error:
>>> Cannot load bin/libxml2.dll into server: The specified module could not be found. .

Double checked and the dll file is there in the bin folder. Try to register the dll but with no success. Any help would greatly appreciated.
