File Permissions HELP

Hi everyone,
I am running Windows 2000 with apache server installed my script for some mailinglist software but i keep getting this error everytime i try to import something into it

The 'E/apachefriends/xampp/htdocs/wilsonwhite/temp' folder is not writable. Please CHMOD this folder to 757

I have tried all the file permissions under the sun but still can get it to write to this file any suggestions and as i have windows 2000 the CHMOD command will not apply.

Have you tried right-clicking on the file, select "Properties", and unchecking the "Read-Only" box?
