Copying all emails into an account?

First of all, I just want to thank you for any help you can give me.

I had a strange request from one of my clients the other day. I know this can be done, but I'm just not sure how to go about doing it. Basically this client is an investment firm and they are required to have every email coming and going out copied to another email address for reviewing.

Here are my server and email system specs:
Apache 1.3.33 (Linux)
Exim
