"localhost" location for production machine

I recently put together a new computer to serve as my production environment, and installed Apache, PHP and MySQL to the default windows binary install locations (on the C: drive).

I am now experiencing periodic (I'd say about half the time) ten to fifteen second lags in reloading pages from localhost. Browser status bar says 'Resolving localhost' and things just spin like that for what seems like an eternity. It's seriously kinking up my workflow.

This never happened on my old system, where I'd installed the server on a D: drive (partition on drive C). Could the 'location' of the server have an effect on it's response speed? If I uninstall, create a partition and reinstall to the partition, do you think this will solve the problem? What if I put a second HD in and install the server to there? Would that make a difference?

This is driving me nuts and Google searches for information reveal SERP after SERP of super-technocratic techno speak that means nothing to me (and anyway, I could not find any references to localhost machines lagging like this).

Please help. I'll just be sitting here waiting for my latest page edits to resolve, so any words of wisdom are much appreciated...

What happens when you use your local IP address instead of the name "localhost" - any difference?

Forgive my server ignorance, but where can I find the local IP address?

Generally, localhost is 127.0.0.1
